Volition wanted to focus on single player and co-op for Saints Row the Third by completely scrapping the competitive multiplayer. However they also want to urge people to buy new copies by pulling off a corporate scheme that too-many companies these days are pulling off.

If you want to play online co-op then you'll need to put in a single-use code that can be found in every new copy of Saints Row the Third. If you want to join a buddy then you can either buy full price or wait till it drops. It's a cheap marketing scheme that companies take full advantage of and I'm appalled that Volition would pull off something like that. Especially when co-op will have a huge role in this games success.
